Citizenship in all its manifestations is the cornerstone of development, but one of the most important ways to cope with social changes and transformations of wars and crises ... etc. Therefore, building capacity must be reflected in building the human being as an active citizen by increasing the opportunities available to him and developing and establishing a sense of allegiance and belonging to the homeland and moving away from all other affiliations.
The research aims at: To identify the theoretical and conceptual rooting of human development and citizenship. And the role of human development in consolidating and consolidating the values of citizenship. And then propose a reform model (social policy) aimed at achieving social welfare.
To achieve these goals, the Social Survey Methodology was adopted by selecting a sample of (400) surveyors / distributors in three governorates of the Kurdistan Region, using the questionnaire tool to obtain the necessary information for analysis and interpretation.
