There are many mechanisms for the application of international humanitarian law, some of which are at the international level, which are the States or bodies or organizations created by the international system for the application of humanitarian principles and rules. There are also mechanisms at the national level, and they work in each country and their role is complementary to the mechanisms at the international level, all of them are working to implement international humanitarian law with ease. In view of the mechanisms of application of international humanitarian law at the international level, which is the subject of our research and interest. This study aims to introduce the mechanisms of applying international humanitarian law at the international level, and I will discuss through the definition of the problem of research to clarify these mechanisms: The Protecting State, the International Committee of the Red Cross International If it has the opportunity and has the conditions to exercise its functions and carry out the duties entrusted to it under international conventions and conventions. The focus will be on the study of each of these mechanisms, clarifying their meaning, measuring their effectiveness and evaluation, and suggesting what measures can be taken with a view to developing them to achieve their purpose and clarifying the results achieved through studying these mechanisms.Through the analytical descriptive approach, legal rules were analyzed and the following conclusions were reached: IHL mitigates the scourge of war through a number of its implementation mechanisms. The reasons for the non-activation of the protective state system as a supervisory mechanism are due to the fact that the parties to the conflict have not agreed to choose a neutral state.
